Integrity simply defined is doing the right thing even when no one is looking.
The San Benito Police Police Chief probe is not difficult if one would listen to just a few recordings. In them, he speaks untruths to other parties. No integrity. One cannot comprehend why three members of the commission take no action not only on the chief, but also on City Attorney Ricardo Morado and City Manager Manuel de la Rosa.
Morado and De la Rosa have lied to the media and the citizens of San Benito about the three agencies that investigated and found no law broken. The word games are not funny. What about the police department policies and ethics violations? One Commissioner passes out basketballs and checker boards at his work.
One commissioner works with the San Benito Consolidated Independent School District in parental department.
The third commissioner is a licensed attorney and has extensive training in ethics. She is also a female and condones sexual harassment. A female officer was allegedly grouped and ridiculed by a male officer. If eye witnesses had been interviewed and statements taken, those allegations would have been proven.

The police union submitted a no confidence letter stating violations of policies and no action taken by city manager as promised in news release (7/12/2017).
There is a vacuum in the leadership of the city commission.
