(Ed.'s Note: Brownsville has outlawed plastic bags for a few years now and required shoppers to pay $1 at the cash register if they wanted them. Then the Texas Attorney General's Office stepped in and made them stop the practice saying the charge was not legally defensible. Now Brownsville can't charge for the bags and just outlawed them altogether. As you can see, bags are still a problem as they are shredded and will end up in the drainage ditch across Old Port Isabel Road from the Walmart at Boca Chica Blvd.
Will the bags clog up the drains? Probably not. But if you go across the street and see the wildlife that lives in the ditch it's easy to imagine one of these ducklings or wading birds choking on the plastic. What to do? Educate, educate, educate!)
