At first blush it seems like the board of the San Benito Independent School District is merely trying to perform house cleaning on its revision of its local rules.
But a closer look indicates that the board's majority will pass the local board rules revisions to keep embarassing agenda items aimed at removing President Michael Vargas by specifying the conditions that have to be present before he can be replaced.
An agenda item that sought to remove Vargas after he was charged with Driving While Intoxicated preceded by allegations he made inappropriate advances upon another man while in a conference and insulting a woman there in a drunken state failed in a vote.

But board insiders say that the rules revisions proposed only permit the board to reorganize in May or if a member resigns. If and when the president (like Vargas, say) then the vice president (Orlando Lopez) - with the board's consent - will assume the presidency of the board.
"Vargas will never resigns," he said. "The community spoke out at the last meeting and he and the majority just ignored the people.
