Photos available from the scene indicate that former City of Brownsville Manager Carlos Cabler (in tropical pront shirt in the middle) was accompanied by former city commissioner Butch Barbosa and would-be city commissioner Martin Sarkis (the hefty gent at left).
the marauding party was first seen at El Morro Fort at the entrance to San Juan harbor and then made their way inland to the Plaza Cristobal Colon in the middle of San Juan. All three were accompanied by their better halves as can be seen in the photos above. In the one at the top, the caption states that at that moment the Border OCntingent was off the coast of Sint Marteen, part of the Kingdom of the Netherlands, a country on the southern part of a Caribbean island shared with Saint Martin, a French overseas collectivity.
By all indications, the glozing of Browntowners were part of a cruise-ship group with stops all along the Caribbean. Ah, if the natives only knew who was among them!)
