Numerous reports indicate that American Surveillance Co. owner Jaime Escobedo was arrested by agents for the Department of Public Safety for alleged violations of the Texas Private Security Act.
Witnesses report that they saw four plains clothes agents in a black truck swoop upon Esobedo as he walked in the City Plaza parking lot on St. Charles Street. No other details are available.
The Private Security Act comes under the jurisdiction of the Texas Occupation Code and has a board that oversees the operations and activities of private securities companies. The board assisted by the DPS applies the law and prohibits individuals from performing security activities:
Unless the person holds a license as a security services contractor, a person may not:
(1) act as an alarm systems company, armored car company, courier company, guard company, guard dog company, locksmith company, or private security consultant company;
(2) offer to perform the services of a company; or
(3) engage in business activity for which a license is required under this chapter.
(b) A person licensed only as a security services contractor may not conduct an investigation other than an investigation incidental to the loss, misappropriation, or concealment of property that the person has been engaged to protect.
Escobedo's company has been employed by various public entities such as the Brownsville Public Utilities Board, the Port of Brownsville, Texas Southmost College, and recently, the Brownsville Independent School District to provide cameras, surveillance and security for their facilities. He also operates a firing range and owns insurance, and construction companies in Brownsville. Those companies are reportedly not related to his arrest.
